Liam Doherty, a Sinn Fein councillor for the area, said it was believed that the men were working at a tractor wheel, when the accident happened.
"It is believed the steel ring has come off the wheel, it blew out on them," he added.
"The local community is in deep shock over this tragedy, our deepest sympathy goes out to the two families."
