Chicago would pay $4.9 million under a proposed settlement of a lawsuit brought by the family of a man who died in police custody after a videotaped encounter in which officers subdued him with a stun gun and dragged him from a cell, an official said Monday. Alderman Roderick Sawyer said Mayor Rahm Emanuel’s office was urging that City Council members approve the settlement for the family of the man, Philip Coleman, 38, who had a reaction to an anti-psychotic drug. The suit contends he would still be alive if he had been taken to a hospital. |
