Maryland Gov. Larry Hogan (R) is making key changes to his executive staff, announcing Wednesday that Matthew Clark, his former communications director, will return to Annapolis as his new chief of staff.

Clark, who served as communications director for the first 18 months of Hogan’s term, rejoins the governor’s executive team after working for the past year as managing director with D.C.-based FTI Consulting, a business advisory and strategy consulting firm.

“We are thrilled to welcome Matt Clark back to our team in this leadership role,” Hogan said in a statement. “His experience in both the private and public sectors working on numerous challenging issues will be a great asset to the administration.”

The changes come as Hogan gears up for a reelection campaign. A number of Democrats have already entered the race to try to oust him.

Clark replaces Sam Malhotra, who served in the Hogan administration for more than two years. He was the secretary for the Department of Human Resources before he was tapped in October to serve as chief of staff. Malhotra will return to the private sector and serve as a senior adviser to the governor on technology and innovation issues.
