The Environment Agency contacted police on Monday morning to say they had found what they believed to be a body.
They had been carrying out a routine CCTV inspection of a culverted section of Woodnook Water.
The body was found about 50m from where the culvert opens out to the surface and an underwater search team was brought in, police said.Police are looking for Alan Palmer and Peter Leonard
Det Supt Neil Hunter, of Lancashire police, said: "Using specialist breathing and recording equipment they entered the culvert and located the body before successfully recovering it.
"It is too early to say whether the body recovered from the culvert is that of Alan Lee Street.
"We intend to carry out a post-mortem examination later today which may provide confirmation as to the identity of the body."
Det Supt Hunter said Mr Street's family had been informed.
