Motorists are being advised to avoid the area after the accident, which happened at about 0730 GMT on Monday. 'Precarious position'
The migrant workers, who are believed to be living in Cornwall, were on their way to pick daffodils.
They were heading towards Torpoint at about 0730 GMT on Monday when the vehicle left the road on a tight bend just outside the village of Sheviock.
It plunged down a bank and came to rest in the branches of a tree above a tidal waterway.
Insp Martin Taylor, of Devon and Cornwall Police, said: "The vehicle is in a precarious position. It is secured with ropes and, when we come to recover it, it will present some challenges."
The vehicle was fitted with seatbelts. It is not clear how many of the passengers were wearing them.
A special casualty reception centre was set up at Derriford Hospital.
The road is expected to remain closed for much of Monday, and diversions are in place while investigating officers are at the scene.
