Police told the AFP news agency that the mosque and seminary complex is in Peshawar's Gulshan Colony, a Shia-majority area on the outskirts of the city.
It is close to militant strongholds in the north-western tribal belt on the Afghan border.
"It looks like a suicide attack, but we cannot confirm it at the moment because we are still investigating," police official Subhan Khan told AFP.
