A German intelligence officer accused of acting as a double agent for the United States and Russia has been charged with treason, breach of official secrecy and taking bribes, the federal prosecutors’ office said Thursday. The officer, identified only as Markus R. because of privacy rules, is accused of offering his services to the C.I.A. in 2008 while working for Germany’s foreign intelligence agency, the BND. Documents he gave the C.I.A. would have revealed details of the BND’s work, officials said. Before his arrest in 2014, he also offered to work for Russian intelligence and provided them with documents, prosecutors said.
