French Interior Minister Bernard Cazeneuve was heading to Arras in the wake of the attack, his ministry said. The assailant was also armed with knives, the spokesman added.
Reports said French actor Jean-Hugues Anglade was among the wounded but suffered only minor injuries.
According to French newspaper Voix du Nord, the other two people who were injured had helped restrain the gunman.
Images shared on social media appeared to show a man being restrained on the station platform in Arras.
