The Independent has launched a petition, signed by over 380,000 people in just two weeks, calling on Britain to take its fair share of refugees after it published a photograph of a little Syrian, Aylan Kurdi, who washed up dead on a Turkish beach. On Sunday, EU interior ministers failed to agree on how to redistribute the 120,000 refugees that have arrived in Italy, Greece and Hungary over the past year.
Luxembourg's foreign minister, who chaired the meeting, said it would be "premature" for the European Council to take a decision.
The ministers agreed that the relocation measures would be finalised by their next meeting in October but a special EU summit may need to be convened before the end of the month if a decision is not reached soon.
