Stockton’s police department did not immediately return a call from the Guardian on Thursday but earlier Joseph Silva, a police spokesman, told CBS the first officer had seen the teen walking in a bus lane near the city’s transit center. The teen “used obscene language” when ordered onto the sidewalk “for safety reasons”, said Silva.
