Douglas county sheriff John Hanlin is speaking at a press conference in Oregon.
Police are notifying victims’ families. He said the department will release victim’s names after the families have been identified. Roseburg was “living through the nightmare”, he said.
“These families are currently living through a nightmare in the most personal way possible,” he said.
Umpqua plans to re-open its campus early next week, Hanlin said.
He expects the medical examiner to release the name of the gunman later today, but reiterated that he will not be sharing the name.
“You will not here anyone from this law enforcement operation use his name,” Hanlin said.
He said it “will only glorify his horrific actions and eventually this will only serve to inspire future shooters.”

The gunman’s mental health status is not known and mentally ill people are more likely to be victims of violence than to commit it, but calls to improve the broken mental health care system in the US routinely follow mass shootings.
Congressman Tim Murphy, a Republican, has been pushing for comprehensive mental health legislation for several years.
“We spend and waste billions on absurd programs like making collages and the buying paints and the having websites with the sing along songs and refuse to even acknowledge that schizophrenia and bipolar illness exists,” Murphy told CNN on Friday.
“Congress will probably have another moment of silence when we get back next week,” Murphy said. “And I, like many Americans, will be sitting there extremely frustrated saying we don’t need silence. We need action.”

Early reports say the alleged gunman, Chris Harper Mercer, is originally from the UK. Nigel Bunyan went to the north of England to investigate these claims. His dispatch:
Mercer’s grandfather, Leo Mercer, lives in a semi-detached house in Ingol, a suburb of the city of Preston, about 40 miles outside of Manchester.
Last night, a neighbour said he was already in the US at the time of the shootings.“He will be absolutely devastated at what has happened,” he said.
The neighbour, who asked not to be identified, said that Leo Mercer spend a lot of time in the US now that his wife has died. “He would often talk about his family and they obviously meant a lot to him,” the neighbor said.
The neighbour said he had met Chris Harper Mercer only once, when he came to the UK for his grandmother’s funeral.

More from Jason Wilson, who is reporting for the Guardian from Oregon.
He spoke to taxi drivers about shepherding students from the evacuation location, the County fairgrounds, to their homes.
Elite Taxis manager David Whan first saw news of the shooting on Facebook.
The Northern Irish immigrant said that “the feeds of newspapers at home had it before local media did. News travels fast these days.”
The first of the month is the service’s busiest day, because that’s when social security payments come in. People take cabs to get their groceries and other necessities.
But around noon yesterday, he and his drivers dropped everything, after the sheriff’s dispatch called him and asked if he could ferry evacuated students from the County Fairgrounds to their homes.
The drivers kept at it for three hours.
One of them, Michael Burkett talked about the first pair of passengers he picked up around 12.30, one male, one female.
“It was a pretty awkward ride. They didn’t say anything much.”
The community has mostly pulled together, but some weren’t completely on board at first.
Whan said he was “shocked at some of the attitudes”, when customers complained about delays and unavailable cabs, and threatened to take their business elsewhere in future.
