Local councillor Peter O'Brien described what had happened as an "absolute tragedy".
"There's only a few things that we do know," he said.
"We do know there are a number of fatalities, we do know that some of them are young, some of them are children and it's an awful time for this area and an absolute tragedy for the community.
"There's still family on the site, so it's still raw, it only happened a few hours ago.
