The BBC understands only 11 people attended Wednesday night's meeting, so the pair could still be selected at future meetings with a greater turnout. Mr Graham, who has been an AM since 1999, chairs the enterprise and business committee.
Mr Graham has been an AM since 1999, Mr Ashgar since 2007. Mr Ashgar was elected as a Plaid Cymru AM in 2007, and defected to the Tories in 2009.
