A woman, who lives close to the scene, described the shooting as "shocking".
Jo Bull said: "It's just an everyday housing estate... it's a bit frightening.
"You don't expect this at the bottom of your road."
The shooting took place in the ward of St Neots mayor councillor James Corley, who echoed her comments.
"We don't expect too much of a drastic crime or incident rate in the area," he told BBC Radio Cambridgeshire.
