The extra £12bn going to the Ministry of Defence of course comes at a cost to other departments. Equipment axed in the last review is being replaced with knobs on.
Every penny that goes there has to come from somewhere else, and the depth of the cuts elsewhere will be revealed by George Osborne on Wednesday. The Boeing P8 is the maritime patrol aircraft the RAF always wanted; the two new aircraft carriers will be the biggest warships to sail in the Royal Navy.
Welfare, the police, and support for business are all likely to be hit. But the cuts to the overall size of the armed forces are not being reversed - at least significantly.
And although political sentiment is shifting in the government's favour on Syria, there are very big questions that it might be impossible for the prime minister to answer in a week. The forces are already struggling with recruitment in certain specialist branches. The Navy wanted more than 2,000 extra sailors to crew its new carriers.
Hardest perhaps, what ground forces exist in Syria to take and hold land where IS is destroyed? Billions of pounds of new British military kit can't answer that. It'll have to settle with a modest increase of 400.
