It is one of only two jurisdictions — along with the Virgin Islands — to be formally sanctioned this year by the federal government for its failure to meet performance measures in job training. — Abigail Hauslohner District police have arrested and charged a man in connection with the Oct. 6 killing of 20-year-old Muhammed Washington, the city’s police department said.
