Accompanied by the sounds of bagpipes and sobs, mayor Bill de Blasio and police commissioner Bill Bratton dedicated two bronze plaques at Brooklyn’s 84th precinct, inscribed with the names of officers Wenjian Liu and Rafael Ramos. | |
