Police said it was not yet clear whether the deadly crash outside the Paris Las Vegas Hotel was intentional or not. Police said are looking at the crash "possibly being intentional" but have ruled out terrorism.
The driver has been taken into custody, Las Vegas police said in a tweet. Seven people were in a critical condition, according to police.
Seven people were in a critical condition, Lt Peter Boffelli said. The female driver fled the scene, but has since been taken in custody. A three-year-old toddler was inside the car at the time of the crash.
Lt Boffelli also said the force's counter-terrorism unit was at the scene, but said no motive had yet been determined. Las Vegas Police Capt Brett Zimmerman told reporters: "We know this was not an act of terrorism."
"We will comb through that footage to get a detailed idea of what occurred. Right now from what we know, we're looking at it possibly being intentional." he added.
Police say the driver is being tested for alcohol and drugs.
Witnesses say those hit by the car include children.
The city's famed Strip has been closed and sealed off as police investigate.
Las Vegas police spokesman Capt Peter Boffelli described the crash as "a huge tragedy that has happened on our Strip".
The Miss Universe beauty pageant was being held in a nearby hotel at the time of the crash.
