Haiti’s Provisional Electoral Council on Monday postponed next Sunday’s scheduled presidential runoff election until January amid accusations of irregularities by the opposition candidate, two members of the council said. The governing party candidate, Jovenel Moïse, and the former government executive Jude Célestin came out on top among 54 candidates in the first round of voting on Oct. 25. The winner in a runoff, now expected on Jan. 10, will succeed President Michel Martelly next February as the leader of Haiti, the Western Hemisphere’s poorest country.
