Regarding the new cash pledge, he told BBC Radio Wales: "The impacts we've seen over the festive period highlights the importance of us continuing to protect communities across the whole of Wales from flooding caused by adverse weather.
"I don't like to let people down so that's why I'm going back today," he told BBC Radio Wales.

Later the first minister will meet residents living in the 20 properties flooded on 26 December at Tal-y-Bont. Before visiting Tal-y-Bont, Mr Jones also went to speak to residents at Bontnewydd near Caernarfon.
They had been expecting to meet Mr Jones last week, when he visited the A55 next to the village.
Both the A55 and A5 roads were blocked by flooding - effectively cutting-off north-west Wales.
As well as visiting Tal-y-Bont, Mr Jones will also go to Bontnewydd near Caernarfon.
