International prosecutors in The Hague on Thursday accused a former commander of the Lord’s Resistance Army of using rape and brutality to turn children abducted by the rebels into sex slaves or soldiers for their campaign against Uganda’s government. The former commander, Dominic Ongwen, himself a former child soldier who rose through the ranks of the rebel group, is also accused of slaughtering civilians and even ordering cannibalism. He faces 70 counts of war crimes and crimes against humanity at the International Criminal Court. The hearing on Thursday was a test for prosecutors who must convince the judges that their case is strong enough to merit a trial.
