The victim has been identified as Matthew Shevlin, 37, of Northwest. He was pronounced dead at an area hospital. Police made no other comment about the shooting or a possible motive. But on Friday, D.C. Police Cmdr. Stuart Emerman, who heads the Third District, wrote on the department’s Internet bulletin board that “at this time, we do not believe this to be a random incident.” Dustin Sternbeck, a D.C. police spokesman, said the shooting occurred during a what he described as a “home-invasion burglary of a targeted residence.” He said the incident “does not appear to be random.”
Sternbeck said that surveillance video captured the suspect forcing his way into the apartment and that Harvey was arrested at the scene.
