MOSCOW — The pro-Western government that took power in Ukraine after street protests two years ago barely survived a no-confidence vote in Parliament on Tuesday amid infighting and widespread disappointment over its failure to deliver on promises to root out corruption.

The prime minister, Arseniy P. Yatsenyuk, staved off the motion only after members of a party representing Russian speakers in eastern Ukraine, the Opposition Bloc, supported him by abstaining in the vote.

Mr. Yatsenyuk’s wavering allies in the party of President Petro O. Poroshenko were divided. Some voted for his ouster and others voted against it, while Mr. Poroshenko had earlier in the day said he should resign, in a sign of the fracturing of the pro-Western camp in Ukraine.

Also on Tuesday, the prosecutor general, Viktor Shokin, resigned over criticism that he had turned a blind eye to corruption.
