Investigators are concentrating on the possibility the explosion may be linked to organised crime, Kerstin Ziesmer, a police spokeswoman, said.  Prosecutors have identified the victim as a 43-year-old man previously investigated for dealing drugs, forgery and illegal gambling.
She said police had identified the man who was killed, but declined to name him.  "There is no evidence of there being a terrorist background," a spokesman for Berlin police said.
In recent years, Berlin has seen a spate of violence linked to biker gangs involved in the drugs trade. It is unclear whether the driver, of Turkish background, was the target of the bomb, as he was not the owner of the car.
Investigators suspect a link to organised crime.
