BRUSSELS — The Islamic State claimed responsibility for deadly bombings that traumatized Brussels on Tuesday, killing at least 30 people at the main international airport and in a subway station at the heart of the city, near the headquarters of the European Union. Hours later the police found an unexploded bomb, loaded with nails, in a Brussels house search, along with chemicals and an Islamic State flag. BRUSSELS — Bombs packed with nails terrorized Brussels on Tuesday in the deadliest assault on the European heartland since the Islamic State’s attacks on Paris four months ago, hitting the airport and subway system in coordinated strikes that were also claimed by the militant extremist group.
The violence began shortly before 8 a.m. with an explosion in the departure terminal at Brussels Airport believed to be hidden in luggage, followed shortly by another. Then, at 9:11 a.m., a bomb tore through a car of a subway train as it was pulling out of the Maelbeek station. The bombings paralyzed Brussels, the headquarters of the European Union and NATO, triggered international travel warnings to avoid Belgium and reverberated across the Atlantic to the United States, where New York and other major cities raised terrorism threat levels. Anxieties intensified about the inability to prevent mass killings at relatively unprotected places.
Officials said the bombings killed at least 10 at the airport and 20 at the subway station and more than 230 others were wounded. At least 30 people were killed by two blasts at the Brussels airport departure area around 8 a.m. and one in a subway station shortly after 9. The attacks occurred four days after the capture on Friday of Europe’s most wanted man, Salah Abdeslam. He is the sole survivor of the 10 men believed to have been directly involved in the Islamic State attacks that killed 130 people in and around Paris on Nov. 13. More than 230 people, including people from around the world, were wounded in the three blasts.

The State Department on Tuesday warned Americans traveling in Europe to “exercise vigilance when in public places or using mass transportation.” Terrorist groups, the department travel alert said, “continue to plan near-term attacks throughout Europe, targeting sporting events, tourist sites, restaurants and transportation.” 
The threat of further bombings was underscored by the official warnings for people in Brussels to remain indoors, as an intensive search was underway by the police in the Brussels area into Tuesday evening. Late Tuesday, the Belgian Federal Police released new photographs of the suspected suicide bombers and asked people to contact the agency if they recognized them. The public call suggested that whatever information investigators had gathered at the scene, such as DNA, had not yet yielded information allowing them to identify the men or they are unknown to the Belgian authorities.
The heightened security in Belgium extended to two nuclear plants, Doel and Tihange, where nonessential workers were sent home, although the plants remained operational. Belinda How, a traveler from Malaysia who was in Brussels for a vacation, said she had been lining up to check in for an Etihad Airways flight when she heard the blast. “I was the last passenger queuing up,” she said. “I was very close to the first blast. Everybody was screaming.”
She added: “I said to my son — he is a Down syndrome special-needs child — ‘You have to run.’ He said, ‘My leg hurts.’ I think he was panicked. I left my luggage, dragged him and ran. Before I ran out, there was another bomb.”
Alan Merbaum, who had flown in from Washington, said he had narrowly avoided the blast.
“I heard what sounded like a thud a minute or so before 8 a.m.,” he said. “It sounded like it could have been something dropped off the back of a truck. Ten to 20 seconds later, I heard a loud explosion and I immediately knew what it was. I saw smoke coming out of the front entrance of the airport.”

A third bomb was planted at the airport, but failed to go off, said Lodewijk De Witte, the governor of Flemish Brabant, the province that surrounds Brussels.
Even as emergency responders raced to the airport, which recorded 23.5 million passengers last year, a thunderous explosion rocked downtown Brussels, in the busy Maelbeek station, at the height of the morning rush.

About 10 to 15 minutes later, the office was evacuated, Mr. Stuten said. Some people were “very calm,” and others were “very emotional,” he added.

“There were colleagues who just five minutes before were in the metro,” he said. “You realize how close these things can come to you.”

Yvan Mayeur, the mayor of Brussels, warned that the death toll of 20 at the subway station could rise.
“The situation in the subway is extremely chaotic,” he said at a news conference. “Forensic police have lots of work ahead to identify the victims. It will be long and difficult work.”
Belgium has emerged as a focus of counterterrorism investigators after the attacks in Paris.
On Monday, the Belgian authorities asked for the public’s help in finding Najim Laachraoui, 24, whom they identified as an accomplice of Mr. Abdeslam. The authorities are also searching for Mohamed Abrini, 31, who was filmed with Mr. Abdeslam at a gas station on a highway to Paris two days before the Nov. 13 attacks.
