The death of Monty Roy Saito, 50, of Santa Clara, Calif., in the Fairfax County jail has been classified as accidental by the state medical examiner, who said Saito died after falling during a medical emergency and hitting his head on the floor, county police said. D.C. and Howard University police are investigating a report that a female student was raped by a classmate last month in a campus residence hall, according to law enforcement authorities.
Saito was extradited to Fairfax in November 2015 on felony drug-related charges and placed in his own cell in a minimum-security wing, officials said. Police said the woman told detectives that the attack occurred Feb. 8 in College Hall South. Police said the woman reported the incident Feb. 29. No arrest has been made, and D.C. police said the investigation remains active.
Six days later, a deputy found Saito lying on the floor outside his cell. The deputy thought Saito was having a seizure, and he was taken to a hospital, where he was treated and placed in the jail infirmary. Howard University students on Tuesday protested on the university’s Northwest Washington campus after the woman publicized the incident on the Internet.
Saito was later found on the floor of his cell in the infirmary, unresponsive but breathing, officials said. He was rehospitalized and died a few days later. Student protesters said the investigation has not been taken seriously and has moved too slowly.
Police in Fairfax County said the Office of the Medical Examiner found that Saito died of “blunt head trauma, resulting from striking his head on the floor when he collapsed during the initial medical emergency.” Howard University issued a statement saying that administrators “took immediate action as soon as we learned of this matter.” A spokesman declined to comment further, citing the investigation.
