The PNU has denied reneging on a cabinet deal with Mr Odinga's party, and said the opposition had failed to submit a list of nominees. But on Saturday, an opposition spokesman accused Mr Kibaki's Party of National Unity (PNU) of reneging on an earlier deal by keeping all the major ministries.
"Today, President Mwai Kibaki requested Hon Raila Odinga to submit his proposals for appointments into the cabinet," said Alfred Mutua, a government spokesman, said on Saturday. The PNU denied this, and said the opposition had failed to submit a list of nominees.
"The president is yet to receive the list." The joint statement issued by Mr Kibaki and Mr Odinga on Sunday said: "We have had a lengthy consultation throughout the day on the formation of a grand coalition government. In this regard we have made substantial progress.
Changes to Kenya's constitution had been made to allow the PNU and the ODM to join a grand coalition, in which power would be shared on a 50-50 basis. "We expect to successfully conclude the consultations tomorrow."
But the two sides have since been wrangling over the allocation of key portfolios in the 40-member cabinet.

The National Accord and Reconciliation Act, which approved alongside the amendment, states that the coalition will be dissolved if one party decides not to participate in the arrangement.
But it does not provide for the holding of a fresh election in the event that the coalition collapses.
