Police watched the crowd behind the dug-out after the incident.
It happened during the first half, shortly after the Newport manager had a row with the official after a free-kick which led to a Swansea goal.
Beadle, who played for the likes of Tottenham Hotspur and Watford, and has managed Newport since October 2005, was ordered into the stands by the referee.
The manager was still remonstrating with Mr Sheffield as he walked off the pitch. Moments later Mr Sheffield was lying injured on the ground, and television pictures showed coins near him.

After the game the manager denied he was involved in a manhandling incident with the referee.
"We were both walking together along the line and we both brushed shoulders. There was no manhandling, nothing like that."
He said he did not see Mr Sheffield being hurt, and could not comment.
'Very passionate'
Asked if he expected to find himself in trouble with football authorities over his dismissal, he said: "No, I'm not the first, I'm not the last.
"I'm very passionate, like many managers are about their football club. I've got a passionate bunch of lads that want to win games.

"Sometimes you feel you are dealt with a bit harshly and today I thought we were. When you can't voice your opinion then there's something wrong.
"I voiced my opinion to the fourth official, wanted to speak to the linesman and he didn't want to know and that was the end of it.
"And then he called the referee over and that's that. Today we've had nearly 5,000 people at our ground. We've put on a very good football match I thought both sets of fans, apart from one incident, were spot-on."
Swansea's Kevin Nugent said: "There were bits and pieces being thrown from the crowd.
"The ball boys were around, so we moved them off the pitch into the dugout. It lasted for three, four minutes. It died down after the police were called."
