Police inspector Ian Woodward said the child’s grandfather had reversed the ute into the river and hopped out to unstrap a tinnie in the back, when the ute slid into the water.
It was low tide and there was a sharp drop-off at the ramp.
The car was swept away, with the boy still inside.
Hours later his body was retrieved from the submerged car, which was found about 20m from the ramp.
“The child was dead when we recovered him,” Woodward said.
“The family is devastated. They came here for a family day out and unfortunately it has ended in tragedy.”
Police are talking to the grandfather.
