Heavy rain turns the community into a river. That’s not news. It is always like this in a storm. One resident – 58-year-old Carlos M da Silva – dies after being dragged into a ditch. When it rains, the volume of water and garbage that comes down the hillside is huge. Residents say Carlos was trying to unclog a manhole and was carried by the force of the current and debris. He was a street cleaner and worked clearing ditches. He died trying to help the community, as he had always done. His body was buried in the São João Batista cemetery in Botafogo in the south zone of Rio. But this year the event has to be scaled down because the sponsor – the private electricity firm Light – says it is unable to renew sponsorship due to the poor economic climate. People can try out popular and unusual Olympic sports and children can pose next to the Olympic and Paralympic mascots. It was a one-day event. There wasn’t much information about the event, and not many people came. It was the first time the mascots visited Rocinha. Unlike during other sports mega-events, there aren’t many Olympics-related products being sold in shops. Until now, there hasn’t been any legacy for the community. The extension of Metro Line 4, which will finally give Rocinha residents a subway station, has been delayed – and when it does open, we will not initially be allowed to use it because priority will be given to Olympic pass holders, including athletes, organisers and tourists. There has also been some controversy about the name of the station. Although it is located at the entrance to our favela, it was initially named São Conrado after the more upmarket neighbouring community. Professores e demais profissionais da educação deram início a greve nas escolas estaduais, com apoio massivo de estudantes secundaristas. A Universidade Estadual do Rio de Janeiro (UERJ) também paralisou as aulas. A palavra de ordem no Rio agora é: “Das olimpíadas eu abro mão, eu quero mais dinheiro pra saúde e educação”. Rocinha é um dos poucos lugares onde não teve uma escola ocupada pelos estudantes. Só tem uma escola de ensino médio, então muitos jovens da Rocinha estudam em outros bairros. A escola André Maurois, no bairro do Leblon, é uma das escolas ocupadas. Muitos jovens da Rocinha estudam lá e ajudaram na ocupação.

Um pouco de progresso. A Prefeitura inaugurou o Centro Municipal de Mediação Comunitária na Rocinha. A iniciativa busca solucionar problemas na própria comunidade, sem a necessidade de os moradores recorrerem à Justiça. Os centros promovem cidadania ao mesmo tempo em que contribuem para evitar uma sobrecarga ainda maior no Judiciário.

A política nacional gera um debate na Rocinha. Uma semana depois da polícia levar o Lula, o morador Adelson Guedes estendeu uma faixa escrito “A Rocinha apoia o presidente Lula” em frente a uma das entradas mais movimentadas da Rocinha. A atitude dividiu as opiniões dos moradores. Segundo Guedes, a faixa é uma forma de apoio ao homem que mudou a história do país. Horas depois, alguém removeu a faixa. A atitude foi elogiada e comemorada por muitos moradores nas redes sociais. Apesar de Lula e Dilma terem realizados diversos investimentos nas favelas do Rio, a população critica a corrupção no país.

Uma forte chuva transformou a cidade em um rio. Isso não é novidade. É sempre assim quando chove. O morador Carlos M. da Silva de 58 anos, morreu após ser arrastado para dentro de um valão. Quando chove, o volume de água e lixo que desce do morro é alto. Segundo moradores, Carlos foi desentupir um bueiro e foi sugado pela correnteza de água e detritos. Carlos trabalhava como gari na comunidade e atuava na limpeza de valões. Morreu tentando ajudar a comunidade como sempre fez. O corpo foi enterrado no cemitério São João Batista, em Botafogo, Zona Sul do Rio. A família não quis se pronunciar porque pediu privacidade em um momento de tristeza.

A nossa comunidade foi menos prezada com uma comparação aos empresários e políticos expostos pela investigação Lava Jato. A Polícia Federal divulga planinhas detalhando quanto a empreiteira Odebrecht pagou a políticos e funcionários. O prefeito do Rio de Janeiro, Eduardo Paes e o presidente da Câmara dos Deputados, Eduardo Cunha, ambos do PMDB, são citados na lista. Quando o escândalo é noticiado, o jornalista Nelson Motta, do O Globo, ironizou os envolvidos ao dizer que isso “não é uma quadrilha de bandidos da Rocinha, são os homens que comandam a política brasileira, fazendo da vida pública, privada.”

Problemas financeiros afetam um dos eventos culturais mais importantes da comunidade. Agora em sua 24ª edição, a Via Sacra da Rocinha apresenta um espetáculo baseado no assassinato de negros e pardos nas periferias cariocas. Este ano, o evento acontece somente na parte baixa da comunidade porque o patrocinador - a empresa privada de energia elétrica, Light - disse que não seria possível renovar o patrocínio por falta de verba. Porém, a essa mesma empresa foi concedida uma isenção fiscal de R$ 85 milhões para fornecer energia elétrica extra para os Jogos Olímpicos.

Grupo de moradores da Rocinha se organizam para participarem de uma manifestação e baile funk contrário ao impeachment da presidente Dilma Rousseff. Está sendo organizando pela famosa equipe de som Furacão 2000 na orla de Copacabana. O idealizador da manifestação, Rômulo Costa, diz que é importante mobilizar o povo contra o “golpe” que está acontecendo no país. Também é esperado a presença maciça de outros morros da Zona Sul como Vidigal e Cantagalo. Organizadores estimam a presença de 100,000 pessoas. Um trecho da nova ciclovia desabou após uma forte onda atingir a estrutura. Uma das fatalidades era um morador da Rocinha de 60 anos, o Ronaldo Severino da Silva. Ele costumava caminhar pela ciclovia quando estava de folga. A obra, inaugurada em janeiro, custou R$ 44 milhões mas não previu o impacto de ondas. É um absurdo porque foi construida na orla. Mas não é fato isolado. O Rio de Janeiro é celeiro de obras mal feitas.

Uma ação contra a Zika aconteceu no entorno da creche Lacyra Frazão. Funcionários da creche e policiais da Unidade de Polícia Pacificadora coletaram lixo e limparam focos do mosquito Aedes aegypti, que transmite a doença. A diretora da creche, Cláudia Regina, disse que inúmeros funcionários do local já haviam contraído o vírus da Zika. Há pouco trabalho de conscientização na comunidade, mesmo com muitos moradores contraindo o vírus. A Prefeitura não divulga dados sobre a doença viral, porém basta caminhar pela comunidade e observar que o problema é crítico.

Mais uma vez, a política nacional repercute na Rocinha. Teve um ato contra o presidente da Câmara dos Deputados, Eduardo Cunha com cerca de 30 pessoas na Rocinha. Qualquer pessoa poderia falar no microfone e ouvir outras opiniões. Cunha orquestrou o impeachment da presidente, mas o protesto é por causa de suas declarações homofóbicas, machistas e racistas. Esse ato é algo muito fora do comum porque, geralmente, moradores organizam atos para reivindicar benefícios locais, como saneamento básico.

O governo e ONGs começam uma campanha para remover lixo das ruas, becos e rios da Rocinha. Cerca de 32 agentes socioambientais participam do projeto “De Olho no Lixo” fazendo o recolhimento, transporte, separação de plásticos, garrafas pets, papelão, latinhas de refrigerantes, vidros, madeira, metais e outros resíduos recicláveis. O projeto é executado pela ONG Vivo Rio Socioambiental com apoio do Instituto Estadual do Ambiente. Algumas lideranças comunitárias criticam o projeto, dizendo que não adianta ficar recolhendo lixo quando a Rocinha precisa de obras de saneamento básico essenciais para a melhoria na qualidade de vida dos moradores.

Moradores realizam um ato em memória do morador Hugo Silva, um pai de dois filhos que foi morto por policiais militares em uma viela a quatro anos. Ele estava carregando materiais de construção, mas a polícia informou na época que ele era traficante de drogas. As operações policiais são criticadas pelos moradores porque sempre acontece em horários de grande movimentação de pessoas. Ultimamente há poucos confrontos armados. Segundo dados do Instituto de Segurança Pública do Rio de Janeiro, o número de incidências criminais é alta. Nos últimos cinco anos, cerca de 22 moradores morreram e 129 moradores sofreram tentativa de homicídio. Não é possível precisar quantos moradores foram mortos pela polícia nos últimos anos porque esses dados não são disponibilizados com detalhes para a população.

O Comitê Rio 2016 promove o Festival Esportivo Transforma no Complexo Esportivo da Rocinha, das 8h às 13h. O evento oferece experimentações com esportes populares e as menos conhecidas e crianças posaram com os mascotes Olímpicos e Paralímpicos. Foi um evento de um dia. Houve pouca divulgação sobre o evento, por isso não teve uma grande participação popular. É a primeira vez que os mascotes dos Jogos Olímpicos visitam a Rocinha. Diferente dos últimos megaeventos, não há uma forte comercialização dos produtos relacionado as Olimpíadas nas lojas. Por enquanto, o evento não trouxe nenhum legado para a comunidade. Apenas marketing.

Dia histórico para o Brasil, principalmente para as classes mais pobres. O Senado abre processo de impeachment contra Dilma Rousseff. O pedido de impeachment contra Dilma Rousseff é um duro golpe não só contra a democracia, mas também os programas sociais que o foram construidas nos governos Lula e Dilma. Dilma honrou o lema “Pátria Educadora” com disposição. Atendeu aos milhares de pedidos das camadas mais pobres e foi atacada pela elite brasileira incomodada com a ascensão da classe C.
As pessoas estavam assistindo o julgamento ao vivo em diferentes mídias. Na TV, por exemplo, moradores optaram assistir em outros canais como a TV Câmara. Na internet, o assunto inundou a timeline de muitas pessoas no Facebook. Há diferentes opiniões na favela. Existem pessoas que defendem Dilma, outras apoiam o impeachment por causa dos casos de corrupção no PT e também tem pessoas que preferem as novas eleições presidenciais.

A extensão da linha 4 do metrô, que vai finalmente dar uma estação de metro aos moradores da Rocinha, está atrasada e quando for inaugurada, não vamos poder utilizar porque será apenas para portadores do bilhete olímpico, incluindo atletas, colaboradores, organizadores e turistas. Só após os Jogos Olímpicos e Paralímpicos será liberada o uso para todos os cariocas.
Também houve um pouco de controvérsia sobre o nome da estação. Apesar de ser na entrada da Rocinha, a estação foi inicialmente batizada de “Estação São Conrado”, um bairro nobre do lado. Essa nomeação gerou uma onda de críticas porque ignorava a existência da favela e agora há uma proposta para mudar o nome da estação para ‘Rocinha’.
Esse preconceito anti-favela é visível em muitos aspectos. Nos mapas oficiais e virtuais, as favelas são ignoradas e no local delas, inserem outra coisa. A segregação no Rio é notório quando o assunto é favela e cidade. Existe uma cidade partida que muitas pessoas ignoram, apesar de que os movimentos sociais de favelas lutam há anos para mostrar que favela também é cidade.
