To the Editor: Re “Colleges Chase Out-of-State Students, and Cash” (front page, July 8): The basic premise of your article is sound: Severe cutbacks in state support have forced public universities to seek alternate revenue to maintain quality. But in our case, this year the University of California increased in-state admissions by 15 percent, capped nonresidents at Berkeley, U.C.L.A. and San Diego, and continued to build a student body that reflects our state’s rich diversity. Moreover, despite six years without a tuition increase, and with nonresident enrollment far lower than comparable public institutions, 57 percent of U.C.’s California undergraduates have their tuition and fees fully covered. Nearly 40 percent of incoming students are from historically underrepresented groups, and 42 percent will be the first in their families to attend college.
