Prime Minister Gordon Brown is setting out his plans for next year. Gordon Brown has outlined his plans to put changes to schools, hospitals and the benefits system at the heart of his legislative programme for next year.
His draft version of November's Queen's Speech includes proposals to give people more say over public services such as health and education. The PM pledged more help for first-time buyers, a savings scheme for eight million low earners and more flexible working rights for parents.
Plans for more flexible working rights for mothers and more help for first-time buyers were also set out. He said "building a more prosperous Britain and a fairer Britain" was the purpose of the draft Queen's Speech,
But David Cameron said the measures showed Mr Brown had "run out of steam".
