Early reports said there had been more than two dozen injuries in the New York City incident. Law enforcement sources said first indications were that a toolbox on West 23rd Street outside a fourteen-floor residence for the blind. "Tonight, New York City experienced a very serious incident," Mayor Bill de Blasio said at a late-evening news conference on the scene, adding that the blast was being considered by investigators as "intentional".  He went on to say "the initial indication is this was an intentional act".
However, Mr de Blasio was careful to state that investigators had found no connection to terrorism. They had been no "specific and credible" terror threat against the city, he said.
