A BBC reporter at a police cordon at Charles Street said witnesses had reported seeing a man with an axe and hearing gunshots. Humberside Police said armed officers had been sent to the Holderness Road area at around 09:20 GMT following reports of a man with an axe.
Humberside Police said armed officers had earlier been sent to Holderness Road "following reports of concerns for the safety of the public in relation to a man seen near the Post Office". The man was shot on Francis Street about 20 minutes later. The man is receiving medical treatment.
The man is receiving medical treatment and his condition is unknown. The force said the incident had been referred to the Independent Police Complaints Commission (IPCC) and an investigation is underway.
