He was arrested on a footbridge over the River Thames shortly after Arsema was attacked, police said.
'No knowledge'
In a statement, the IPCC said: "The family complained to the Metropolitan Police that Arsema, 15, was assaulted on 30 April, five weeks before her murder in Waterloo, London SE1.
"The IPCC awaits the referral, whereupon the commission will assess how the investigation should be carried out."
On Tuesday police confirmed that an allegation of assault and threats to kill against Arsema had been made to them on 30 April after an incident at a McDonald's restaurant two weeks earlier.
However when an officer spoke to the teenager on 12 May she claimed to have "no knowledge" of the incident.
The force also said Arsema had known the man being in custody but they were not clear about their relationship.
The teenager, who had turned 15 on Friday, is believed to have returned home to the block of flats where she lived when she was attacked.
Paramedics arrived at the scene within four minutes but were unable to revive the teenager, who suffered stab multiple wounds, a London Ambulance Service spokesman said.
