Lewis was taken by ambulance to Warrington Hospital and died a short time later despite efforts by medical staff to save him.
Coroner's file
A post-mortem examination carried out on Monday revealed the head injury and police started an investigation into the circumstances of his death.
Inquiries subsequently revealed that Lewis experienced a fall earlier in the day on Sunday, a Cheshire Police spokeswoman said.
"Investigations into the death of of the two-year-old have concluded that his death was a tragic accident," she added.
The 39-year-old woman, who had been arrested and bailed, was therefore released from her bail conditions without charge.
A 41-year-old man, who was helping police with their inquiries, was released from custody without charge.
Cheshire Police are now preparing a file for the coroner and are no longer investigating the toddler's death.
