Shortly before 4 p.m., they were replaced by a line of better-dressed people, several wearing school-bus-yellow scarves celebrating National School Choice Week, who took up most of the three dozen seats reserved for the public inside. This prompted protest from several dozen people who had lined up behind them to protest Ms. DeVos.
