The ruling said the assembly and other devolved legislatures had no veto.
But it did say withdrawal from the EU will change the powers of the governments and assemblies in Wales, Scotland and Northern Ireland.

What does this mean for Wales? Political, not legal
The biggest ramification of Tuesday's ruling is that MPs are now going to have to vote in Parliament on a new law that will start the process to leave the EU . The Sewel Convention is an arrangement between the UK and Welsh governments where if any new laws come in that affect devolution, they have to be approved by AMs by a vote.
The process is known as Article 50, the part of a EU treaty that spells out how a member state can leave the 28-member union. But the Supreme Court ruling sets out that Sewel is a political convention and not a legal one, and so is not a legally enforceable obligation.
AMs could decide to hold a vote in the assembly on article 50 if they want one, and if they feel that the legislation on article 50 affects devolution.
But Tuesday's ruling tells us this would not be legally binding, and whether the vote has meaning will entirely depend on the UK government's reaction.
In December, the UK government appealed against a High Court ruling that Parliament must approve the Article 50 process of leaving the EU.
However, a majority of the judges dismissed the argument that the prime minister could trigger Brexit using Royal Prerogative - a system of powers vested in ministers that do not require a vote by MPs.
The Welsh Government argued against that, and said that the UK ministers had no prerogative power to short-circuit something known as the Sewel Convention - an arrangement between the UK and Welsh governments where if any new laws come in that affect devolution, they have to be approved by AMs generally by a vote.
The ruling sets out that Sewel is a political convention and not a legal one, and so is not legally enforceable.
