Jobs Report Leaves Fed Room to Raise Rates U.S. Unemployment at 16-Year Low, but Economy’s Weak Spots Remain

Employment grew in May, according to data released Friday by the government, offering the latest official snapshot of the economy. Unemployment sank to 4.3 percent in May, its lowest level in 16 years, the government reported Friday, but halfhearted wage growth and a shrinking labor force revealed the economy’s stubborn weak spots.

While the downsides sent bond prices lower, the report is unlikely to deter the Federal Reserve from raising interest rates when its policy makers meet in Washington this month. “It is not enough to derail the Fed at all,” said Dan North, chief economist at the credit insurer Euler Hermes North America.
The unemployment rate fell to 4.3 percent, the lowest since 2001. The milestone on the jobless rate came with a middling increase of 138,000 in payrolls and revisions that reduced the gains in the previous two months. It mainly reflected a decline in the share of working-age adults who have a job or are in the market for one.
The average hourly wage grew by 0.2 percent, bringing the year-over-year increase to 2.5 percent. The judgment of what constitutes strong or tepid job growth has shifted as the expansion ages. With more baby boomers retiring each year, economists estimate that the monthly addition of roughly 100,000 jobs should be enough to absorb those entering the work force, including newly minted graduates.
• A broader measure of unemployment — including people who work part time but want full-time jobs, and those who have become too discouraged to keep looking but would take a job if they could find one — dropped to 8.4 percent, the lowest since 2007.

With this latest jobs report out of the way, the runway is now clear for the Federal Reserve to raise benchmark interest rates when it meets June 13 and 14.
Even before the Labor Department’s release on Friday morning, the Fed had been sending firm signals that its members viewed the economy as strong enough to withstand another rate increase.
Still, the report drove bond yields lower as traders bet that lower-than-expected jobs numbers would cause the Fed to think twice about a subsequent increase in the second half of 2017.
And the continuing low unemployment rate — more than a year without breaking the 5 percent mark — will only sharpen the debate over how close the labor market is to capacity.
Analysts were split over whether the May report was encouraging or disappointing. For those who think the economy is close to capacity, last month’s gains were solid. “With the unemployment rate dropping to 4.3 percent, it really can’t get much better,” said Brian Kropp, human resources practice leader at the consulting firm CEB, now part of Gartner.
David Berson, chief economist for Nationwide, was much more negative. “Over all, this is a disappointing jobs report, with the slowdown in payroll employment, the downward revisions to prior months’ job growth, and the slower increase in wages,” he said.
One negative sign was that the labor-force participation rate dropped, to 62.7 percent, a sign that sidelined workers were not rejoining the labor force. “That’s always ugly,” Dan North, chief economist at Euler Hermes North America, said of the decline. Although the numbers were below what Wall Street expected, it “is not enough to derail the Fed at all,” Mr. North said. The job creation at this point in the recovery is still solid.
The overall participation in the labor force has trudged along below 63 percent during the recovery, down from over 66 percent before the recession. But the tiny gains that had been made were knocked off this month, suggesting that fewer dropouts were dropping back in. Some economists pointed out that the retirement of baby boomers would continue to press down labor-force participation.
Ted Wieseman, a vice president and economist at Morgan Stanley, said there just were not that many discouraged left to return. “If the participation rate just stabilizes from here for a time, then job growth consistent with a stable unemployment rate is only about 100,000 a month,” he said.
With revisions to March and April’s job totals that show 66,000 fewer jobs created than initially reported, the three-month average swooped down to 121,000. That is far lower than previously reported, but sufficient to provide jobs to a growing population, if not to draw in dropouts.

The Hamilton Project at the Brookings Institution in Washington calculates what it call the “jobs gap,” the number of jobs that the economy needs to create to return to pre-recession employment levels while also absorbing the people who enter the potential labor force each month. This month, the gap dropped to 340,000. Only twice in the last eight months has that 200,000 figure been reached; the average over the last three months has been 121,000. Analysts are split on whether the slower pace is a sign of the labor market’s tightness or its slack. Those who believe the economy is reaching full capacity, or is already there, argue that there are just not that many available workers left.

That willingness to train tends to be confined to the largest corporations, said Jim Guerrera, managing director at SC Novi in Michigan, an affiliate office of MRINetwork, a recruiting network. “Less and less people are willing to train,” said Mr. Guerrera, whose company specializes in the industrial and automotive sectors. Younger people tended to change jobs more frequently in the past, he said, so companies do not want to make the investment only to see their new hires leave in a couple of years. Among political leaders, responses predictably split along partisan lines.
“We’re not worried about slowing job growth,” Gary D. Cohn, director of the White House’s National Economic Council, told CNBC. He pointed out that the Labor Department’s broadest measure of unemployment, which includes part-time workers who would rather have full-time jobs and those too discouraged to search, dropped to 8.4 percent, its lowest level since 2007.
By contrast, Representative Nancy Pelosi of California, the House Democratic leader, said, “May’s jobs report is a sobering wake-up call for President Trump and House Republicans, who continue to push a disastrous agenda that targets hard-working American families and endangers economic growth.”
Job recruiters continue to see a divergence in the fortunes of workers with advanced skills and those without them.
