A spokesman from the Crown Prosecution Service said it had authorised the Metropolitan Police to charge him. Mr Osborne appeared at Westminster Magistrates' Court, wearing a white police issue T-shirt.
Mr Osborne will appear at Westminster Magistrates' Court later. In a hearing that lasted four minutes, he gave his name and date of birth, and said he had no address.
He was remanded in custody until a preliminary appearance at the Old Bailey on Tuesday.
