To the Editor: Re “Millions Wait for the Lights to Come Back On” (front page, Sept. 12): Again, our failure to learn from experience and replace our outmoded, pole-mounted, aboveground power distribution system with a secure underground system is resulting in danger, discomfort and economic loss. The stories of heroic utility crews rushing into Florida are a poor and unacceptable substitute for the power remaining on, notwithstanding a storm or other disaster. Will we ever learn? STEPHEN R.
