Merseyside Police said the woman, from Knowsley, was being questioned at a police station in Merseyside. Det Supt Dave Brunskill, of Merseyside Police, said the teenager was the victim of a "targeted shooting".
A spokesman said the motorbike rider failed to stop and left the scene "at speed". The arrested woman, 29 and from Knowsley, is being questioned at a police station in Merseyside.
Det Supt Brunskill said: "We suspect that this was a targeted attack.
"We are keeping an open mind in terms of the lines of investigation we are pursuing."
He also said officers were "extremely keen" to speak to the motorbike rider who left the scene "at speed".
Detectives are investigating what the rider and James Meadows were doing prior to the shooting.
Det Supt Brunskill made an appeal for witnesses, especially urging anyone who might have dashcam footage to contact the force.
