Version 0 of 1.

The government is being urged to do more to prepare for flooding to prevent a repeat of widespread damage and disruption in the summer of 2007.

The Fire Brigades' Union wants fire authorities to be compelled by law to plan for such events.

In a motion to go before the TUC annual conference on Thursday, it condemns a "lack of clarity" and an ongoing "lack of adequate preparation".

Almost 50,000 homes were flooded in several areas of England in 2007.

Meanwhile, Labour deputy leader Harriet Harman is also due to address the conference, following a debate on equal rights.

Delegates in Brighton, who on Tuesday heard from Chancellor Alistair Darling, are also likely to vote on a proposal from the Musicians' Union to ease restrictions on carrying instruments as hand luggage on planes.

It says changes were imposed following an alleged plot to carry liquid explosives onto flights in 2006.

Eight men were tried over that alleged plot to blow up planes. None was found guilty but three were convicted of conspiracy to murder.

The Musicians' Union says some airlines continue to "set their own rules arbitrarily", inconveniencing musicians unfairly.

Virgin Atlantic has also called for a review of restrictions on hand luggage.

TUC delegates will also debate issues including the environment, transport and women's rights.

The conference finishes on Thursday.
