Lifeboat crews would alert them as soon as the risk increased, he added. A UK Power Networks team is disconnecting power to the homes and lifeboat crews are helping people evacuate.
Hemsby Lifeboat coxswain Daniel Hurd said the coastguard was being briefed on the situation in preparation for even worse weather. They believe five homes are at risk, but the harsh winds are making everyone's jobs harder.
"We are taking precautions based on our understanding of our local resilience plan as this morning's high tide is creating a higher-than-usual risk of damage to property and life," he said. The Hemsby Lifeboat team have told me waves are breaking halfway up the dune, causing sand to be washed away.
