Police said the incident began at about 2110 BST.
A man was attacked in an altercation on a minibus on the hard shoulder and moments afterwards another man was seen running across the carriageway.

A motorist caught up in the aftermath of the incident told BBC News there was a lot of smoke on the carriageway.
"In the fast lane were three of four vehicles and lots of smoke, lots of steam and no emergency vehicles. It had just happened as we came on (to the motorway)," the motorist said.
