Allan Vickers, who lives nearby, said he was woken by a "big crash" and it was "like a chimney coming down".
When he went outside to help he said police were already there and would not let him through.
He described the scene as "chaos, carnage, people being dragged out and given CPR, it's something you don't want to see, it's awful."
He said the emergency services' response had been "epic, fast as lightening, they were here in a flash".
The road, which has a 40mph speed limit, had witnessed other high-speed crashes, Mr Vickers said, adding: "This is my third time here, it's a blackspot".
