Assistant Chief Constable Jacqui Cheer said prostitutes alone on the streets were "in danger".
"My message to you is simple - stay off the streets."
Police said they were also concerned for the safety of Ms Clennell, who has not been since Saturday, and Ms Nicholls, who has not been seen since 4 December.

"We could draw a number of conclusions as to where the bodies have been deposited and found. Anything is possible."
