The local state attorney-general's office, quoted by Reuters news agency, said the riot started in the early hours of Monday.
"There was a shootout and then a fire. There are charred bodies among the dead," a spokesman said.
Mexican media said the riot had now ended.
It was unclear whether the fire, which has now been put out, was started deliberately or began by accident.
