The man charged has not been named. He also faces attempted murder and false imprisonment charges and will appear in court at Newport on Friday. Russell Carter, 52, from Cardiff, also faces attempted murder and false imprisonment charges and will appear in court at Newport on Friday.
He was arrested on Monday evening just hours after Mr Monk's body was found.
Detectives said he and his colleagues had been tied up with cable ties and a post mortem examination revealed that Mr Monk's death is in keeping with pressure to the neck.
Meanwhile police are appealing for help in locating a silver handgun, blue shirt, a black laptop bag and a credit card reader.
Tributes have been paid to father-of-two Mr Monk, who was from Oakdale near Blackwood.
His sister said he was a "lovely, lovely man".
