A broad coalition of advocacy groups and state and local officials had argued that the citizenship question was effectively forced into the census under false pretenses, in violation of laws enacted to ensure that federal policies heed the public interest. In a lengthy and stinging ruling, Judge Jesse M. Furman of the United States District Court in Manhattan said that Wilbur L. Ross Jr., the commerce secretary, committed “a veritable smorgasbord” of violations of federal procedural law when he ordered the citizenship question added.
